With more than 20 per cent of the ballots counted from Monday's elections for a new 214-seat constituent assembly, government ministers had good backing and Museveni supporters were showing particularly well in the south and south- west. Campaigning on the basis of political parties was barred, but the polls pitted the President's supporters against critics demanding a faster transition to a multi-party system.
