Istanbul - Turkey's Prime Minister, Tansu Ciller, has promised reforms to allow greater rights for Turkey's ethnic Kurds, writes Hugh Pope. 'There must be an identity that embraces all Turks. I want a Turkish citizenship that has no ethnic image,' she said. She ruled out any state involvement in Kurdish education and broadcasting. But her remarks, published yesterday, implied she would not prevent private Kurdish-language television stations and schools.
