Seoul - Japan and South Korea announced claims to waters around their shores, but avoided friction over islets within those waters. The two governments announced creation of 200-nautical mile exclusive economic zones without mentioning the disputed islets, called Tok-do by the Koreans and Takeshima by the Japanese. Their actions appeared to be a co-ordinated attempt to close a diplomatic breach over the outcroppings of rock . AP
