JERUSALEM - Israel's policy chief for Lebanon said yesterday that civilians were bound to be killed or wounded as long as Israel had to fight guerrillas in Lebanon, Reuter reports. Commenting on the death of Lebanese civilians in Thursday's air raid, Uri Lubrani said: 'I just want to say that things like this apparently cannot be avoided because 'When you chop down trees . . . sometimes chips fly and this is one of them.'
