JERUSALEM - Israel said yesterday it was engaged in informal negotiations with the PLO to implement a Palestinian self-rule accord as soon as possible. Israel Radio said there would be talks in the next two days between senior Israeli and PLO officials in Oslo. The aim was to pave the way for a fresh meeting between Yasser Arafat and Yitzhak Rabin.
