New York - In what officials described as the US government's largest seizure of nuclear-grade material, three men were arrested yesterday for allegedly attempting to ship zirconium in violation of the US trade embargo against Iraq. Undercover agents from the Customs Service, posing as representatives of the Iraqi government, negotiated with the three for a year, leading to the seizure of seven tons of the material in the United States and Cyprus. It was believed to have been stolen from the reserves of the former Soviet Union and shipped via Germany. Reuter
