Russian army 'cash-starved'

The Russian Defence Minister, Pavel Grachev, warned yesterday that the Russian army was so poor it could neither reform itself nor defend the country properly, Reuter reports from Moscow.

'We cannot be accused of militarism, we are only asking for the bare minimum,' he told a news conference. Mr Grachev said the draft 1994 budget provided for less than a half of the army's needs and needed to be revised.
