The unnamed individual was one of five people arrested in raids on Sunday.
Two have been released, while the remainder are still being investigated.
A statement from the federal prosecutor's office said the man had been charged with "participating in activities of a terrorist group and with [a] terrorist attack".
He is the fourth person to be charged in conection with co-ordinated terrorist assaults in Paris, which murdered 130 people.
The prosecutor said a further 15 people who had been detained earlier have now been released from custody.
Charles Michel, the Belgian Prime Minister, says Brussels will remain at the highest state of alert.
However, the Belgian government has announced schools and subways in the capital will reopen on Monday.
