Wolfgang Vogel, an organiser of Cold War spy swaps and confidant of Erich Honecker, the former East German Communist leader, was arrested yesterday on charges of tax evasion and perjury, Reuter reports from Berlin. Mr Vogel, who engineered the handover of thousands of political prisoners, would-be defectors and spies from East Germany to the West, as well as spy exchanges, was charged with extortion last week.
