Washington (AP) - President Clinton declared Colombia an uncooperative nation yesterday in the battle against drugs, imposing sharp economic and aid restrictions against the country. Mexico was found to be fully cooperating with the US on drug issues even though some administration officials had argued Mexico's performance was inadequate. Mr Clinton also ruled that Afghanistan, Burma, Iran, Nigeria and Syria were not cooperating. He certified Peru and Bolivia, lifting last year's denial. AP
