PHNOM PENH - A senior government official in Cambodia and the chief of police protection were arrested in connection with an attempted coup at the weekend. Officials stayed away from their offices as fears of a second coup attempt swept through the capital. Parliament overwhelmingly agreed to outlaw the Khmer Rouge, but the government kept open the door for future peace talks. AP
