WASHINGTON (Reuter) - The White House plans to issue a statement tomorrow saying the lifting of sanctions against Iraq no longer depends on the removal of Saddam Hussein from power, the Washington Post reported.
The paper quoted unidentified officials as saying that the Clinton administration will attempt to 'depersonalise' the conflict by focusing less on President Saddam and more on demanding better conduct from his government.
