A court has refused to drop charges against India's 'bandit queen', Phoolan Devi, accused of killing 18 upper-caste Hindus during a decade as an outlaw, the Pioneer newspaper reported yesterday, AP reports from New Delhi. Ms Devi, who was jailed for 11 years without trial, was freed on parole last month by India's Supreme Court.
