Floods caused by monsoon rains have killed more than 230 people, destroyed or damaged 1.2 million homes and flooded 4.5 million acres since last month.
Nearly two million people have fled their homes.
Pakistan's cash-strapped government has been slow to respond to the floods. The situation is similar to last year, when authorities failed to ease the suffering of millions hit by epic floods in July and August, prompting the military to take charge.
