Tony Kenway, originally from Southampton, Hampshire, was reportedly killed as he sat in the driver's seat of his car in the city of Pattaya.
The UK Foreign and Commonwealth Office (FCO) said it was in contact with local police over the death of a British man.
Thai media reported eyewitness accounts of the incident, including a description of the gunman as a "chubby man wearing a white T-shirt and black jacket".
Surveillance footage is said to show Mr Kenway walking across the car park of a sports club and getting into his car.
Moments later, the gunman pulls open the car door, shooting him once and then escaping on a motorcycle driven by an accomplice.
The Bangkok Post newspaper reported that Mr Kenway's Thai wife told police that her husband had set up a website design company and was involved in a business dispute, though she did not know if that was the motive for the killing.
According to his Facebook page, the 39-year-old expat lived in the capital Bangkok, having previously lived in Marbella, Spain.
It said he married his wife, Pans, in November 2011.
Thai police, who have not released details about the identity of the gunman, or a motive for the attack, confirmed Mr Kenway was a businessman who worked in IT.
Officers took a single bullet casing and a cigarette butt from the scene as possible evidence.
His sister, Kirsty Kenway, said her brother had been involved in charity work in Thailand including helping to build schools.
Sanit Sport Club, close to where Mr Kenway is believed to have been shot, posted on its Facebook page: "We are very sad to announce the death of Tony Kenway who lost his life this morning. We would like to offer Tony's family and friends our deepest sympathy and condolences at this difficult time. RIPTony."
A FCO spokeswoman said: "We are in contact with the family of a British man following his death in Pattaya, Thailand. Our sympathies are with them at this difficult time. We are in touch with the local police."
