Algerian opening
After more than a year of emergency rule and conflict with Islamic militants, Algeria's military- backed government has planned a cautious return to democracy.
The head of state, Ali Kafi, spoke of the prospect of liberalised political activity, combined with attempts to break up armed groups blamed for hundreds of killings. Mr Kafi promised a referendum this year on how to manage the transition to democracy.
