In a blow to the United Nations Secretary-General Boutros Boutros Ghali's candidacy for a second term, the president of the Organisation of African Unity, Paul Biya, has said that African nations should drop their support for him and find new candidates for the top UN job because of American opposition to the Egyptian incumbent. On 19 November, Washington cast the lone negative vote against Mr Boutros Ghali in the 15-member UN council.
