CRIME: 70 per cent of 3,600 offenders sentenced in courts in 16 urban areas in January to February 1993 were unemployed, compared with 63 per cent in July to August 1991, David Maclean, the Home Office minister, said. Employed offenders respectively accounted for 18 and 19 per cent. The information was collected to monitor the 1991 Criminal Justice Act.
