China arrivals banned from England without negative Covid test from 5 January, No 10 confirms
Government promises to set out full details of new rules for travellers from China and Hong Kong

All travellers coming fromĀ ChinaĀ into England will be required to show a negativeĀ Covid-19 test before departing from 5 January, Downing Street has confirmed.
No 10 said Rishi Sunakās government will shortly set out the full details regarding new rules for travellers entering the UK from China and from Hong Kong.
The prime ministerās official spokesman said: āWeāre working on the final details of the implementation of the policy, and that includes on Hong Kong, and we will update in due course.ā
However, transport secretary Mark Harper earlier confirmed that arrivals fromĀ China who test positive forĀ Covid after arriving in the UK will not be forced to quarantine or self-isolate.
The senior Tory MPās comments confirmed details āĀ first revealed byĀ The Independent ā that testing will be voluntary for those arriving atĀ HeathrowĀ ā the only UK airport with direct flights from China offering tests.
MrĀ Harper, asked if those who test positive after arriving in the UK will be required to quarantine, told LBC: āNo, because what we are doing is we are collecting that information for surveillance purposes.ā
The transport secretary said the voluntary tests to gather data were necessary ābecause Chinese government is not sharing with the international community.ā
The No 10 spokesman said that the government was in discussions with Chinese officials regarding the new policy, but that he was not yet aware of any āsignificant improvementā in information-sharing at this point.
Health secretary Steve Barclay announced earlier this week that passengers flying from China into England from Thursday will be required to take a Covid test before boarding a plane. Negative test must be done two days prior to departure.
The government will also carry out surveillance testing of a sample of passengers from China arriving in the UK to try to spot new variants of the virus which could pose a threat.
ButĀ The Independent learnt that Chinese travellers can simply decline the invitation to be tested on arrival and leave the airport, and those who test positive will neither be quarantined or ordered to self-isolate.
The UK government has been urged not to repeat āpast failuresā and to align its rules with other nations, who have made tests upon arrival mandatory.
The Liberal Democratsā health spokesperson Daisy Cooper said: āGovernment incompetence on dealing with the latest Covid threat is the last thing our overstretched NHS needs right now. This muddled thinking could haunt ministers if they get it wrong.ā
Ms Cooper added: āThe governmentās approach to sampling needs to be brought into line with other countries. Ministers must learn from past failures.ā
No 10 said the government was not planning to make people arriving from other countries with high numbers of Covid cases, and insisted that there was nothing about variants to suggest would led to new restrictions in the UK.
There are no direct flights fromĀ ChinaĀ to Scotland, Wales or Northern Ireland but ministers said they are working with the devolved administrations to implement the measures UK-wide.
The move comes as Beijing prepares to start reissuing passports and visas for overseas trips after lifting its zero-CovidĀ controls ā a decision that has led to a massive surge in infections.
Beijing has condemned the introduction of testing on passengers arriving in countries such as the UK fromĀ China. Chinese officials said that āentry restrictions adopted by some countries targetingĀ ChinaĀ lack scientific basisā.
