Labour is to put forward a proposal to 'abolish youth unemployment' by offering young people jobs on environmental projects.
Gordon Brown, the shadow Chancellor, says the plan will be cost-effective but will not mean adopting the principle of 'workfare', under which people are compelled to work or risk losing benefits.
