The Northern Ireland security minister, Sir John Wheeler, yesterday surprised observers by declaring that the IRA had been defeated. Sir John, who replaced Michael Mates several months ago, declared: 'The IRA is already defeated. They are locked in a time warp of following practices that have achieved nothing for them for nearly 25 years. Surely even they realise the folly of their activity.'
