Devon and Cornwall Police said two people were pulled from the water on Thursday afternoon.
One of them, a man in his 50s, died at the scene in Gunwalloe in Cornwall.
The other person who got into difficulty at Church Cove – a teenager from the same family – was airlifted to hospital and believed to be in a stable condition, police said on Friday.
They are thought to have been on holiday from London.
Storm Ellen brought strong winds to parts of the UK earlier this week.
The Met Office said Thursday was "unseasonably windy with some intense rain" – although some places stayed warm.
Ireland, Wales and England's west coast were all affected by strong winds.
Even after the storm cleared late on Thursday afternoon, windy conditions continued.
Gusts of up to 70mph buffeted areas of the southwest England and Wales on Friday, causing the RNLI and HM Coastguard to urge members of the public to be cautious in coastal areas.
South Wales Police said a 15-year-old girl died following an incident in a river in east Cardiff on Friday evening.
Emergency services, including a police helicopter, responded to reports of a girl in the river in Ball Lane, Llanrumney, at around 5.20pm.
"At about 6.40pm a 15-year-old girl was located and despite the best efforts of emergency services she sadly passed away," the force said.
Strong winds which swept across the UK are expected to ease on Saturday.
