The camera was spotted acting strangely by a pedestrian in Barrow-in-Furness.
His video clip of the camera has gone viral on the internet after he posted it on Facebook.
He can be heard to say: "It's going mental that thing. I hope everyone who is getting flashed realises they are not doing over 30mph."
But the £45,000 camera - one of only two permanent cameras on the town's streets - has now been fixed by police.
A spokeswoman for Cumbria Constabulary, which is responsible for the county's speed cameras, said contractors have now been to repair the device.
The spokeswoman told the North West Evening Mail: "The camera was looked at and fixed and is now functioning correctly.
“There was an electrical fault within the flash unit.
“There were no offences recorded at the time it was defective, but none would have been put through anyway.”
The camera, in a 30mph zone on Barrow's Salthouse Road, was installed in autumn 2005 and has been catching speeding motorists for a decade.
