The 82-year-old pedestrian was struck by the vehicle in Coventry at 10.18pm yesterday and he was pronounced dead in hospital shortly afterwards.
According to West Midlands Police, the car was responding to an emergency call at the time.
The collision happened in Coventry's Walsgrave Road, and the pensioner was taken to University Hospital Coventry and Warwickshire, where he died at around 11pm.
The incident has been referred to the Independent Police Complaints Commission.
