Bedfordshire Police said Nathan Williams, who is originally from Luton but recently moved to Isleworth in London with his mother, was located in the Milton Keynes area.
A police spokesman said Nathan's father was arrested on suspicion of kidnap after officers stopped a car shortly after 7pm last night.
Another male travelling in the vehicle was detained on suspicion of conspiracy to kidnap, the spokesman added.
