The area in Sidmouth was cordoned off after emergency services were called to the scene around 9.25am on Wednesday morning.
A spokesperson for Devon and Cornwall Police told Devon Live: “A man has died after a vehicle went over cliffs in Peak Hill Road, Sidmouth, this morning.
“Emergency services were called at 9.25am.
“The vehicle ended up on the beach.”
They added: “A man was pronounced deceased at the scene.
“Police are currently working to confirm his identity.
“Work is currently being done to recover the vehicle.”
Earlier, Devon and Somerset Fire and Rescue Service said: “Four crews are there assisting with police, coastguard and ambulance.
“Vehicle appears to have gone over cliff and landed on beach.”
