West Midlands Police sacked PC Neil Tong following a misconduct hearing
A police officer who filmed himself mocking a mentally ill woman and sent it to friends on Snapchat has been sacked.
PC Neil Tong was called to the vulnerable woman’s home in Walsall twice. He used his phone to take several videos.
“These were of a derogatory nature and some showed objects being thrown at her,” the Independent Office for Police Conduct (IOPC) said.
“Some of the clips were annotated with a ‘crying with laughter’ emoji and sent in Snapchat messages to a member of the public and a colleague.”
The footage, recovered in October 2016, showed PC Tong saying “little bastard” before throwing a scrunched up piece of paper at the woman and laughing her.
In another incident he was accused of trying to kick her as she attempted to hit him with a slipper.
West Midlands Police dismissed PC Tong without notice at the end of a three-day misconduct hearing, which found he had breached professional standards relating to respect and courtesy, duties and responsibilities, and discreditable conduct.
IOPC West Midlands regional Derrick Campbell said: “Police officers are trusted to uphold professional standards of behaviour, especially when they come into contact with people who are deemed vulnerable.
“The degrading manner in which PC Tong mocked and otherwise treated the woman concerned was disgraceful and a clear abuse of his position of trust … instant dismissal was the only option in these circumstances.”
