A sex offender is being released from jail despite a warning from psychiatrists that it is only a matter of time before he abducts and murders a woman, a chief constable has disclosed.
A sex offender is being released from jail despite a warning from psychiatrists that it is only a matter of time before he abducts and murders a woman, a chief constable has disclosed.
Richard Brunstrom, the head of North Wales Police, said: "We are waiting for him to kill somebody so that we can arrest him. With this man we were told it was only a matter of time before he will kill. But he is received into society, which does not make sense to me."
The offender is one of about four in north Wales who are thought to pose the highest risk to the public yet because they have served their sentences and are not deemed mentally ill cannot be held in custody.
The Home Office plans to introduce an indeterminate sentence of imprisonment for anyone convicted of a violent, dangerous or sexual offence given 10 years in jail or more.
