On Saturday, Burma's four top generals announced they had dissolved the State Law and Order Restoration Council and replaced it with the State Peace and Development Council. "We hope there is a change of heart and thinking also, but it is too early to make a judgement," said Tin Oo, vice-chairman of the National League for Democracy, the party of which Nobel laureate Aung San Suu Kyi is also a top official.
