Robert Ayling, chief executive of British Airways, said plans by the European Commission for a revision of airport slot allocation rules should be as "simple" as possible. In a speech to the European Aviation Club, he said that slot allocation was "a second-best solution" to governments authorising construction of new airport capacity. Mr Ayling said he was encouraged by the fact that Neil Kinnock, European Transport Commissioner was "talking about a new regulation which will endorse the legitimacy of secondary slot trading", which already takes place.
