NEW YORK

WALL STREET see-sawed in early trading as the market again weighed Federal Reserve chairman Alan Greenspan's comments in his semi-annual congressional testimony. By midday, the Dow Jones industrial average was down 3 points, or 0.03 per cent, at 10,966. The Nasdaq index was virtually unchanged. Mr Greenspan has said the Fed would act "promptly and forcefully" to stifle inflation, and that the surge in stock prices could be overdone.
