A Bill to lock up mentally ill people because they may commit a crime has been quietly shelved by ministers after an Independent on Sunday campaign. The Mental Health Bill had triggered an avalanche of criticism from senior lawyers, church leaders, politicians and patients who said it criminalised the mentally ill.
