Highland Council's south planning committee went against the advice of their officials in rejecting proposals from the German electricity company RWE.
The project at Allt Duine would involve 31 turbines 410ft high on a site 2,000ft up, which objectors said would harm the landscape. The final decision on the plan lies with the Scottish government.
