Other artists to be confirmed on the lineup include Craig David's TS5, Sister Sledge, Ella Eyre, Everything Everything, Kojey Radical and Sophie Ellis-Bextor with Sink the Pink.
Guests will also get to see live performances from acts such as the Mystery Jets, Jade Bird, Picture This, The Orielles and Boy Azooga.
Standon Calling celebrates its 15th year on 23-26 July at its location in Hertfordshire.
As well as live music, the event will include plenty of family entertainment, from a giant zip-line to Horrible Histories and "Drag Queen Story Hour".
There is also a swimming pool on-site, plus a costume parade and dog show (Standon is the UK's only dog-friendly weekend festival).
Festival Director and founder Alex Trenchard says: “Over the last 15 years we have brought the very best in emerging and established talent to Standon Calling.
"Our 15th birthday is no exception and I'm delighted that Hot Chip are joining join Primal Scream as our second headliner.
"A landmark reunion wouldn't be the same without some old friends flying in from all over the place and it's great to be welcoming back Ella Eyre, Everything Everything and my personal favourites !!! (Chk Chk Chk).
"My kids can't wait for the return of Horrible Histories' The Worst of Barmy Britain. 2020 is set to be the best year yet."
