Which? said that the fact that the Canadian singer still performed at London’s 02 Arena reduced the chances of anyone getting their £70-a-seat back.
Scores of parents were forced to take their teenaged children home before Bieber, 19, came on stage at 10.10pm because of their age and transport problems.
Louise Cooper, who took her nine-year-old daughter to the show, protested: "He should have been done by 10.30pm and at that time he had only just started.”
The law gives people little rights when a show goes ahead late, according to Which?, whose spokesman said: “Only if an event is cancelled, rescheduled or has changed location are ticket holders likely to be entitled to a refund.”
But he added: “People could contact the event promoter to see if they will issue a refund as a gesture of goodwill."
