Sir: The Northern Ireland peace process has now reached the stage where the Unionist horse has been led to the water but cannot be made to drink. He is refusing because he cannot bear to share the water on equal terms with others, particularly Sinn Fein.

What does one do with a horse that will not drink water? I do not think one rushes to offer him alternative thirst-quenching beverages, however much he kicks. One waits for him to become seriously thirsty and to realise that there may be no water for anyone if he does not come to the trough with the others. That, I think, was the position stated by Mo Mowlam.

Objections being raised by Unionists at the moment are not serious arguments but simply a display of sulks and temper tantrums.
