Sir: Nato got into this mess because the UN proved impotent in Bosnia and the issue of Kosovo was pusillanimously fudged at Dayton. There was a subsequent lack of political will to anticipate and prevent the inevitable ethnic cleansing of Kosovo. There will be more civilian casualties from Nato bombing, though probably fewer than from a ground invasion. There is now no other way out.

The news media's masochistic obsession with Nato's failures is unhelpful and exploitative.
