Sir: If 50 days ago Mr Blair and Mr Clinton were told that the results of Nato's action would be: the massive acceleration of a humanitarian catastrophe; the galvanising of Serbian support for an unpopular dictator; the destabilisation of the Balkans, and - almost incredibly - drawing China into a European conflict, leaving world peace in the hands of a bumbling Russian drunk, would they have embarked on it?
