Sir: You report (27 October) that Serb forces were leaving Kosovo on deadline and that what you call KLA rebels (although, by analogy with the IRA, the word "terrorists" might be more appropriate) are pleased to be back.

As we know, the recent problems in Kosovo were started by the activity of the KLA and now that the forces of the country in which they were operating are withdrawing under pressure from NATO, the KLA will be presumably free to resume their activities.

Since there are no reports on how NATO proposes to control the KLA, is one to conclude that NATO is in fact supporting a terrorist organisation?
