But what is necessary to achieve this is recognition that motivation is important, not just technique.
It's a lesson that every classroom teacher and educationalist recognises.
Whilst Tony Blair may hope that crude payment by results will not be the outcome of this misguided policy, the reality is likely to be quite different.
