Chris Murphy, a Democrat who represents the district of Connecticut where the Sandy Hook massacre took place in 2012, claimed Congress was responsible for "the level of mass atrocity" in the US due to gun violence.
Seventeen people were killed in the incident in Parkland, Florida, on 14 February.
"We are responsible," He said. "This happens nowhere else other than the United States of America.'"
"It only happens here not because of coincidence, not because of bad luck, but as a consequence of our inaction."
