KEITH JACKSON of Philadelphia, Garin Veris of New England, and Webster Slaughter of Cleveland, who were declared free agents by a federal court last week, have all signed with new clubs. Jackson, a Pro Bowl tight end, has joined Miami; Veris, a defensive end, has joined San Francisco; Slaughter, a wide receiver, has joined Houston.
