to go before it makes a clear breakthrough. Changes to the Sunday trading laws are unlikely until next year and gaming laws would then have to be amended
before racing with betting could take place - the 6,000 crowd yesterday could indulge only in a lottery on the races. Tristram Ricketts, chief executive
designate of the British Horseracing Board, warned that it could be 1996 before the campaign achieved its objective.
