The world governing body plans to retest samples from last year's world championships for evidence of blood doping.
Fina said it would examine samples to check for the presence of "plasticisers" – particles of plastic left over from blood bags. In September, Fina said that of the 391 tests taken at the Rome championships, none had come back positive.
A total of 162 samples was screened for the hormone EPO. Fina also says it will look into the introduction of a "biological passport" programme to monitor blood profiles for evidence of doping.
