Speculation has been mounting that Liverpool were interested in signing the player and Konoplyanka's father has added to it by speaking to the Ukrainian media.
"I do not want to say specifically but the information about a transfer to the English club is true," he said.
"He can change clubs later this week. We do not consider offers from Ukraine."
Brendan Rodgers has already missed out on Mohamed Salah and the club have now reportedly begun negotiations with Dnipro Dnipropetrovsk that could see the winger move for £16m.
Konoplyanka can play on either flank and has been capped by Ukraine, including against England in the recent World Cup qualifiers.
After impressing against Roy Hodgson's side, the 24-year-old has reportedly attracted the interest of several Premier League clubs and Liverpool will be keen to move for the player before anyone else does.
Rodgers has so far been frustrated by the lack of Liverpool transfer activity this January although he has publicly stated he is on board with his club's approach.
"I think we will hopefully do something over the next couple of days," said Rodgers after beating Everton.
"Hopefully we can have a major signing before the window shuts and if we can do that we will be set up for the remaining games."
