Spurs want to ease the pressure on number one striker Harry Kane, with United's Hernandez and West Brom's Berahino thought to be the frontrunners, although Charlie Austin and Clinton N'Jie have also been mentioned.
According to the Evening Standard, talks over Berahino will resume this week, while the chances of securing Hernandez will be boosted by the Mexican's failure to win the confidence of Louis Van Gaal.
The forward however is also said to be on the radar of Spurs' London rivals West Ham, with Slaven Bilic keen to find cover for the injured Enner Valencia and Hernandez fitting the bill perfectly.
Spurs are also thought to be interested in a loan deal for the Mexican, similar to his arrangement with Real Madrid last season, although it is not yet known whether United would agree to do so with a club in the same division.
Hernandez is thought to be valued at around £12m by United, while West Brom are thought to be after upwards of £20m for Berahino.
Tony Pulis has so far been unable to guarantee Berahino will still be at The Hawthorns at the end of the transfer window.
He said: “Never say never in football because you just don’t know what’s around the corner.
“Even with Raheem Sterling, for a while nobody thought Liverpool would sell him to a main rival and in the end they sold him.”
