The Everton striker has indicated in recent days that his future lies away from Goodison Park. He joined the Toffees on a permanent deal two years ago after a successful season-long loan on Merseyside.
However, the lack of progress by Everton despite Lukaku's 43 Premier League goals over three seasons has left the Belgium international seeking a new club.
Lukaku said: "I'm at a point where I have to make a good career choice. I have had a very good season, but it is time for me to write myself a CV. That is why I play football."
He added: "I got that trophy-winning mindset from Chelsea."
Lukaku says he will listen to Everton's new owners but it appears unlikely they will be able to change his decision to leave.
"We have a new investor at Everton and out of courtesy I will listen to what he has to say. But I have my own ideas in mind. I want to win titles."
Chelsea are understood to be keen on buying back their former striker, who was never given much of a chance at Stamford Bridge despite impressing on his loan at Everton and prior to that with West Brom. He was sold to Everton for £28m but the 23-year-old could now cost closer to £60m.
A deal could be reached quickly, with Lukaku's father Roger recently stating: "I think a transfer will be done before the Euros."
The tournament in France begins on June 10.
