The German side are understood to be ready to sell the striker, according to the Daily Mirror, after warding off interest from the Premier League sides over summer.
Dortmund initially refused to let Aubameyang leave after losing Henrikh Mkhitaryan to Manchester United and Mats Hummels to Bundesliga rivals Bayern Munich.
But with Aubameyang set to leave, the door has now been opened to potential suitors to make an offer.
Pep Guardiola’s City were particularly interested in the Gabonese forward but never submitted an official bid for the player.
The 27-year-old has been in impressive form for Dortmund over the past couple of years, catching the attention of a number of top clubs from across Europe.
Real Madrid and PSG have both been linked to Aubameyang while Arsenal reportedly made a bid for him last January.
The forward has netted 87 times in 152 appearances for Dortmund and is believed to be worth around £65m.
