The 23-year-old arrives at the Emirates for a fee of around £7 million and could be in contention for the Gunners next game away to Stoke on Sunday, manager Arsene Wenger has said.
Speaking after his side's thrilling 3-3 draw with Liverpool at Anfield, Wenger confirmed that the club had completed the signing of their first player in the January transfer window, and his first outfield signing since Gabriel Paulista a year ago.
"Elneny will of course join us. He has joined us," said Wenger. "We will see if he can qualify for Sunday."
The deal was delayed as the club looked to secure a work-permit and visa for their new signing.
A statement on Arsenal's website read: "An experienced Egypt international, he helped his country to the quarter-finals of the London Olympics in 2012.
"The transfer is subject to the completion of regulatory processes.
"Everyone at Arsenal would like to welcome Mohamed to the club."
