The Belgium international was understood to be in with a chance of featuring, however he has failed to even make the bench.
Another recently injured player who is among the substitutes however is Stevan Jovetic. The striker has been out with a hamstring injury recently and is able to make the bench again, as he did on Boxing Day.
With Jovetic not starting, the champions are without a recognised striker in the first XI, with David Silva or James Milner likely to play in an advanced position.
For visitors Burnley, who are second bottom of the Premier League, Sam Vokes is out of the side despite returning from long-term injury against Liverpool on Boxing Day. Defenders Michael Duff and Stephen Ward are also absent.
